FHA citizenship and residency rules changed—old mortgage articles can now be wrong.
Borrower eligibility is an area where using an old FHA handbook excerpt can produce a materially incorrect answer. Mortgage Navigator uses the current Handbook and flags policy changes rather than silently repeating archived rules.
Do not rely on old “non-permanent resident” articles
Earlier FHA Handbook versions stated that U.S. citizenship was not required and contained eligibility provisions for lawful permanent and qualifying non-permanent residents. FHA subsequently changed residency eligibility policy. Current borrower eligibility must therefore be checked against the August 12, 2026 Handbook and any controlling current HUD guidance—not an archived 2023/2024 excerpt.
Why Mortgage Navigator is conservative here
Immigration and residency categories are legal statuses with changing federal program rules. This page intentionally does not turn an outdated policy sentence into a current eligibility promise. A lender should verify the borrower's exact current status against FHA's current Borrower Eligibility section before issuing guidance.
