FHA can finance energy improvements without forcing the buyer to fund every improvement in cash.

The Energy Efficient Mortgage framework allows qualifying cost-effective energy improvements to be financed in connection with an FHA-insured mortgage, subject to FHA's energy-package and underwriting requirements.

What it does

An FHA EEM can add eligible energy-efficiency improvements to the mortgage beyond the amount otherwise based solely on the property's current value, within FHA's program calculation and documentation rules.

Energy package

The improvements must satisfy FHA's current energy-package requirements. Cost-effectiveness, documentation and completion requirements matter; this is not an unrestricted home-improvement allowance.

Qualification

FHA's EEM provisions can also interact with underwriting—for example, the Handbook provides specified stretch treatment in certain manual-underwriting scenarios for qualifying Energy Efficient Homes.

EEM vs 203(k): EEM is targeted to qualifying energy improvements. A property needing broad rehabilitation belongs in the separate 203(k) analysis.

Primary sources are HUD/FHA program pages and Handbook 4000.1. Program availability and lender participation can be narrower than statutory eligibility, so a program's existence does not mean every FHA lender offers it.
