USDA Non-Borrowing Household Income
USDA's household-income test can include income from people who will live in the home even when they are not borrowers.
Eligibility and repayment are different tests
Repayment income is used to qualify the borrowers for the mortgage. Annual/adjusted household income is used to determine whether the household is income-eligible for the program.
Why this matters
A spouse or another household member may not be obligated on the note, yet their income may still affect the USDA eligibility calculation under Chapter 9.
Do not prequalify USDA from borrower income alone. Ask who will occupy the property and analyze household income under current USDA definitions.
