VA Eligibility & Certificate of Eligibility

The COE confirms that the borrower has VA home-loan benefit eligibility; it does not by itself approve the mortgage.

Three layers of eligibility

A VA-backed purchase or cash-out loan generally requires a valid Certificate of Eligibility, satisfactory credit/income under VA and lender standards, and an eligible occupancy purpose.

Who can qualify?

VA eligibility can extend to qualifying Veterans, active-duty Servicemembers, National Guard/Reserve members and certain surviving spouses or other eligible beneficiaries based on service requirements.

COE is not loan approval

The COE establishes benefit eligibility and shows entitlement information. The lender still underwrites income, debts, credit, assets, residual income and the property.

Occupancy: purchase and cash-out loans are generally for a home the eligible borrower will occupy, with specific spouse/dependent and active-duty provisions under VA rules.
