VA's home-loan benefit can be used to buy a manufactured home and/or lot, but lender availability and property eligibility still matter.
VA permits the use
VA's current eligibility information expressly lists buying a manufactured home and/or lot as an eligible use.
Occupancy
The home generally must be for the eligible Veteran's own occupancy under VA purchase rules.

VA's current funding-fee information separately identifies manufactured-home loans that are not permanently affixed, so the exact structure matters.

Separate VA eligibility from whether a particular lender offers the manufactured-home product.
VA collateral details
VA's published handbook says manufactured homes classified as real estate must be a real-estate entity under state law, meet zoning, be on a permanent foundation, meet HUD construction standards and satisfy VA minimum property requirements. Lender product availability remains a separate question.
What documents I would ask for early
Current title/affixture evidence, manufacturer and HUD identification, purchase or dealer contract if applicable, land deed or lease, foundation/engineering records, permits for additions, prior appraisal if available, insurance information, and any documentation showing whether the home has ever been relocated.
Common failure points
Incorrect property classification; unresolved personal-property title; missing HUD identification; prior relocation; foundation documentation; unpermitted or unsupported additions; weak comparable sales; leased-land structure; ownership mismatch between home and land; and a lender overlay mistaken for a program rule.
